At the Washington Recovery Alliance (WRA), we’re building a statewide recovery movement rooted in lived experience, grassroots leadership, and equity.

What are Regional Coalitions?

Coalitions support learning, policy advocacy, resource development, and coordination — bridging local voices and statewide change.
Regional Recovery Coalitions operate across large geographic areas, often uniting multi-county partnerships to build stronger, more connected recovery ecosystems. These Coalitions bring together representatives from local Community Hubs, Tribal nations, behavioral health organizations, public health, criminal legal systems, education, housing, and other key partners to align strategies, coordinate resources, and amplify recovery-focused systems change.
Coalitions provide the connective structure needed to scale local efforts, share learning, and influence policies that shape the broader recovery landscape in Washington State.
The primary purpose of Regional Recovery Coalitions is to coordinate and elevate the work of multiple Community Hubs and regional stakeholders.
Coalitions are designed to:

Strengthen connections between local recovery initiatives and systems-level strategy.

Support peer learning and shared capacity-building across counties and communities.

Identify common regional challenges and co-create cross-county solutions.

Align messaging and advocacy efforts to improve access to recovery services and reduce stigma.

Serve as a channel for regional input into statewide policy, funding, and programmatic initiatives.

Cross-County Collaboration: In most cases, Regional Coalitions serve as organizing bodies across multiple counties, often aligning with behavioral health or public health regions.

Hub-Connected: Coalitions are directly informed by and accountable to the Community Hubs within their footprint, ensuring that lived experience remains at the center.

Systems-Oriented: Coalitions engage regional decision-makers, administrators, and funders to translate local needs into structural and policy change.

Rooted in Belonging: Coalitions prioritize participation from all members of their communities, ensuring the fullness of the region is represented.

Adaptable Models: No single coalition structure is mandated — each one evolves based on the needs, history, and assets of its region.
Our Relationship with Regional Coalitions
The Washington Recovery Alliance (WRA) is a statewide Recovery Community Organization (RCO) committed to building a recovery-oriented system of care led by communities.
WRA partners with Regional Coalitions to ensure statewide work is grounded in the real experiences of communities across Washington.
In this reciprocal relationship, WRA is here to:

Coalitions inform WRA’s advocacy priorities, program design, and funding strategies.

WRA supports Coalitions through capacity-building, coordination, policy expertise, and connections to peer organizations and recovery leaders across the state.
WRA does not control the direction of Regional Coalitions — instead, it serves as an infrastructure partner, a policy amplifier, and a champion of equity-rooted, community-led collaboration.

Regional Recovery Coalitions are the connective tissue of Washington’s recovery ecosystem.
By linking local voices to systems-level change, these coalitions help communities move together with purpose, building alignment, amplifying impact, and driving a more unified recovery movement.
